COMMERCIAL EXPORTS BY POSTAL SERVICE | PROCEDURAL REGULATIONS

Today, General Resolution No. 5886/2026 was published in the Official Gazette, whereby the Customs Revenue and Control Agency (ARCA) established the regulations implementing the provisions of Decree No. 604/2026 concerning the regime applicable to commercial exports of goods carried out through the postal service.

As previously reported, the aforementioned Decree provides that such commercial postal exports shall not be subject to any value limits. Nevertheless, the regulations issued by ARCA set forth a number of operational clarifications and restrictions governing the application of this regime, including the following:

  • Exporters intending to use this regime must have their exporter profile duly activated with ARCA and must issue the corresponding Export Invoice (“E” Invoice).
  • Commercial exports made through the postal service shall be subject to the tariff, foreign exchange, and non-economic prohibitions applicable under the general export regime.
  • Goods exported under this regime may not include those subject to a specifically regulated customs control procedure, goods subject to export quotas, or merchandise requiring the intervention or prior authorization of other governmental authorities.

It should be noted that the election to use this simplified declaration regime shall entail the waiver of any export incentives or benefits otherwise available.

From an operational standpoint, the exporter must submit a Simplified Postal Export Declaration through the website designated by the postal operator prior to dispatching the goods to the operator’s warehouse. The postal operator shall, in turn, be responsible for verifying the exporter’s identity, arranging the classification of the shipment, presenting the goods to the customs authorities, and coordinating any customs inspection where required.
