On Friday, December 12, 2025, Decree No. 877 was published in the Official Gazette (https://www.boletinoficial.gob.ar/detalleAviso/primera/336040/20251212), whereby the Executive Branch reduced the rates applicable to export duties (commonly referred to as “withholdings”) on transactions related to the following product families: wheat, barley, corn, wheat and corn flours, soybean beans for planting, certain sunflower seeds, certain oils and fats derived from soybeans and sunflowers, products within the sugar and glucose families, as well as certain types of animal feed.
As stated in the recitals of the regulation, this measure is adopted within the framework of the Government’s macroeconomic stabilization program, with the purpose of optimizing the use of State resources and strengthening production and foreign trade.
We recall that, through Executive Branch Decree No. 526/25, export duties applicable to grain complexes and their by-products of soybeans, sunflowers, corn, barley, wheat, and sorghum had previously been reduced, with the aim of promoting exports, generating foreign currency inflows, and improving the competitiveness of the agro-industrial sector.
The new decree is aligned with this approach, considering export duties as a distortionary tax whose elimination is a priority. To the extent permitted by the fiscal surplus, these rates will be progressively reduced until their complete elimination, in order to promote the opening of new markets and the creation of favorable conditions for regional development.
