The National Executive Branch, acting through the National Agency for Ports and Navigation, has opened the Preliminary Observations Process regarding the draft Technical Specifications and the Particular Terms and Conditions that will govern the selection of the next concessionaire of the Main Navigable Waterway (“VNT”).
This is a public participation stage intended to receive submissions and observations from the private sector, specialized institutions, and interested parties in general.
The deadline for submitting observations expires at 11:59 p.m. on December 14, 2025.
Upon completion of the public consultation process, the Agency will proceed with the preparation of the final bidding documents and will move forward with the call for a new National and International Public Tender, under the legal framework of a public works concession, at the concessionaire’s own commercial risk and without any State guarantee.
The VNT system extends from kilometer 1238 of the Paraná River (Confluence) to the deep-water zone of the outer Río de la Plata (currently kilometer 239.1 of the Punta Indio Channel), including the Emilio Mitre Channel and the Paraná de las Palmas, Paraná Bravo, Paraná Guazú, and Talavera rivers, as well as the outlet to the ocean.
