EXPORT DUTIES | WITHHOLDINGS ON GRAIN EXPORTS SUSPENDED UNTIL OCTOBER 31

By means of Decree No. 682/2025, published today in the Official Gazette (link), the National Executive Branch has set the export duty rate at 0% for grain and related by-products listed in the regulation. This measure shall remain in force until October 31, 2025, inclusive, or until the date on which the amount of Sworn Export Affidavits (DJVEs) registered reaches a cumulative value equivalent to USD 7 billion, whichever occurs first.

The recitals of the decree acknowledge the strategic role of the agribusiness sector as a driving force of the economy, highlighting its capacity to generate foreign currency, employment, and regional development. The measure seeks to enhance the competitiveness of the agricultural sector and promote greater trade openness. However, it is evident that this exceptional measure is primarily aimed at creating sufficient incentives for agribusiness exporters to accelerate the liquidation of foreign currency within the upcoming month, thereby helping to ease recent foreign exchange tensions through an increased supply of U.S. dollars.

Exporters shall be required to liquidate at least 90% of the foreign currency proceeds within the period between the entry into force of this decree and three (3) business days following the submission of the corresponding DJVE, whether such proceeds arise from export collections, advance payments, and/or external pre-financing or post-financing arrangements. Failure to comply with this requirement will result in the application of the export duty rate corresponding to the relevant tariff code.

For the effective implementation of this decree, the Central Bank of the Argentine Republic, the Secretariat of Agriculture, Livestock and Fisheries, and ARCA shall issue the necessary complementary and operational regulations.
