Regulatory Amendment Concerning Materials Used in Cellulosic Packaging and Equipment Intended to Come into Contact with Food

On July 30, 2026, Joint Resolution No. 9/2026 of the National Administration of Medicines, Food and Medical Technology (ANMAT) and the Secretariat of Agriculture, Livestock and Fisheries was published in the Official Gazette, incorporating MERCOSUR Common Market Group (GMC) Resolution No. 26/22 into the Argentine Food Code.

This regulation amends MERCOSUR GMC Resolution No. 40/15, which approved the “MERCOSUR Technical Regulation on Cellulosic Materials, Packaging and Equipment Intended to Come into Contact with Food.”

In particular, Section 2.15.1 of Part I of Article 186 bis of the Argentine Food Code, concerning pigments and colorants used in cellulosic materials, packaging and equipment intended to come into contact with food, has been replaced.

As a result of this update, pigments and colorants must not migrate when tested in accordance with the procedure established under BS EN 646 (“Paper and board intended to come into contact with foodstuffs – Determination of color fastness of dyed paper and board”), and must meet Grade 5 of the grey scale established therein.

Finally, the regulation grants companies a period of 180 calendar days from the publication of the Resolution to comply with its technical requirements. This period will expire on January 26, 2027.
